No land shall be divided on any single map when such land is separated or divided
into two or more parcels or portions by any parcel of land other than a street, alley,
railroad right-of-way, public utility right-of-way, or flood control right-of-way,
and when such land is so separated, each parcel or portion thereof, if divided, shall
be divided as a separate parcel and shown on a separate map.
