For any development to which Chapter 34 of this title applies, the applicant, as part of the architectural review process,
shall submit, on forms provided by the City, plans showing the effect of the proposed
work upon visual relationships with other lots, existing structures, or land adjacent
to or within 500 feet of the proposed work. The application shall be accompanied by
an application fee, as established by resolution of the City Council.
